On May 26, the National Energy Administration held the national "AI + Energy" On-site Promotion Conference in Shenzhen. At the conference, the Administration interpreted and deployed the Action Plan on Promoting Two-way Empowerment of Artificial Intelligence and Energy and the Special Action Plan for Comprehensively Improving Power Supply Quality to Serve the Development of New Quality Productive Forces (2026–2028). It also released the China "AI + Energy" Development Report 2026 and 51 high-value scenarios for "AI + Energy". In addition, 25 energy enterprises signed the Initiative on Opening Up High-value Scenarios for Artificial Intelligence Application in the Energy Sector.
In recent years, China has continuously strengthened the top-level design of the "AI +" initiative. The "AI +" action was first written into the Government Work Report in 2024, followed by joint issuance of the Action Plan on Promoting Two-way Empowerment of Artificial Intelligence and Energy by multiple central government ministries and commissions, marking a progressive policy rollout. Against this backdrop, major central power enterprises have taken the lead in accelerating the in-depth integration of artificial intelligence and the energy industry.
State Grid Corporation of China
State Grid has issued the Guidelines on Further Advancing the "AI +" Special Action, setting the overall goal of "laying a solid foundation in two years and achieving upgrading in three years" to fully integrate artificial intelligence into grid business operations. By 2027, it will build high-quality industry datasets covering core businesses, with the application penetration rate of intelligent agents exceeding 80%. By 2030, it will complete the construction of an enterprise-level integrated intelligent hub, with the penetration rate of intelligent agent applications surpassing 90%. State Grid has developed and launched the Guangming Power Large Model, achieving full-network deployment and application. It is systematically rolling out key scenarios including distribution network intelligent diagnosis, UAV intelligent inspection, and intelligent customer service.
China Southern Power Grid (CSG)
CSG has also issued its work plan for the "AI +" initiative, embedding artificial intelligence into the entire industrial chain of power production and operation. In Guangzhou, Guangdong, the distribution network maintenance and dispatch intelligent agent enables second-level perception of line tripping. Fault response time has been slashed from 15 minutes of manual analysis and judgment to 1 minute of automatic response, boosting efficiency by over 90%. In power grid dispatching, CSG has developed Tianquan, China’s first domestically developed and controllable power solver. It supports round-the-clock operation of the Southern China regional power market — the world’s largest centralized clearing power market — cutting daily power generation costs by 70 million yuan and annual costs by over 34.5 billion yuan. It has also launched the Great Watt · Celestial Phenomenon meteorological large model, featuring a spatial resolution of 1km × 1km and a 15-day forecast lead time, with a temperature prediction deviation of only 0.9℃, an improvement of 20% over traditional methods.
Looking ahead to the 15th Five-Year Plan period, CSG will continue to upgrade its independently controllable technological foundation, expand intelligent computing scale, and accelerate the implementation of 343 high-value scenarios. It will build a benchmark for integrated power, carbon and computing coordination, develop new power supply models for computing power such as DC power supply for computing centers and shared energy storage replacing diesel generators, and operate the national AI application pilot base at a high standard to cultivate interdisciplinary talents proficient in both power and AI, striving to be a pioneer in the integrated development of "AI + Energy".
China Energy Investment Corporation (China Energy)
China Energy is building three core foundational platforms: China Energy Cloud, China Energy Lake, China Energy Shield, strengthening four middle-platform capabilities covering AI, business, data and technology, and accelerating the development of a digital and intelligent new model of "Platform + Data + AI + Application". It has launched Qingyuan, the world’s first 100-billion-parameter large model for the power generation industry, trained on a 450GB high-quality multi-modal dataset covering 75 application scenarios across 15 business domains. In the coal sector, it has established the "1235" intelligent coal mine model and built 10 national-level intelligent demonstration coal mines. It has jointly developed the Mining Hong OS with Huawei to realize independent controllability and universal connectivity of industrial systems. In the power sector, it has built 13 advanced intelligent power stations and 17 5G + Industrial Internet demonstration stations. Its digital platform for new energy centralized management — the world’s largest of its kind — oversees over 1,000 power stations. In transportation, the Shuohuang Railway has put 30,000-ton heavy-haul trains into operation and completed unmanned heavy-haul train trials, filling a domestic technological gap.
State Power Investment Corporation (SPIC)
SPIC has implemented a three-pronged strategy of informatization, digitalization and intelligent upgrading. It has developed 240 application achievements across 20 typical AI scenarios and cultivated 3,486 in-house R&D and application professionals. It has pioneered an innovative scenario tackling mechanism of "1 Special Task Force + N Elite Teams", initially establishing the Group’s "1128-Hundred-Thousand-Ten-Thousand" AI application system. Its "AI + Power Marketing" pilot project in Shandong has developed 16 intelligent algorithms to optimize quotation strategies in real time, generating an additional revenue of 19.6085 million yuan, acting as a smart decision-making brain for power marketing quotation. The "AI + Full-cycle Optical and Energy Storage System" project jointly undertaken by the Energy Research Institute, Yellow River Hydropower Company and Sichuan Branch leverages the world’s largest industrial scale and full-climate empirical experimental system, lifting planning and design efficiency by 40% and power generation output by 3%.
China Huaneng Group
China Huaneng has independently developed Huaneng Ruiwo, China’s first secure, controllable, intelligent and trustworthy industrial control system. It has built the world-leading 5G-A unmanned electric mining truck cluster at the Yimin Open-pit Coal Mine, realizing large-scale collaborative unmanned operation of mining fleets. On May 11, 2026, Wen Shugang, Chairman of China Huaneng, held talks with Wang Xingxing, Founder of Unitree Robotics. The two sides discussed joint innovation in cutting-edge core technologies, accelerated implementation of diversified application scenarios, deepened integrated development of computing and power, and advanced the intelligent level of the energy and power sector.
China Huadian Corporation
On May 8, 2026, China Huadian convened a special promotion meeting for the "AI +" initiative to implement the deployment requirements of SASAC’s special action to deepen the "AI +" initiative for central enterprises. Ye Xiangdong, then General Manager of China Huadian, stated that the Group is firmly promoting in-depth integration of AI technology with the entire industrial chain of energy and power, accelerating the construction of high-value scenarios and high-quality datasets. With improved top-level design and a fully clarified development roadmap, core business integration has advanced steadily, and demonstration applications have delivered initial results, achieving a number of landmark and leading breakthroughs.
China Datang Corporation
Datang Shaanxi Power Generation has given full play to the stabilizing role of long-term coal supply contracts, adopting Beidou positioning + AI intelligent monitoring to supervise coal transportation by road, elevating fuel supply guarantee capability to a new level. The Technology Research Center (Artificial Intelligence Research Institute) of China Datang focuses on AI platform development, advancing comprehensively in five key directions: AI platform operation and management, intelligent edge gateway promotion, AI product R&D, key scientific and technological project tackling, as well as operation and maintenance support.
China National Coal Group
China National Coal Group launched its "AI +" action on June 5, 2025, with six subsidiaries including Pingshuo Group, Power Company, Shaanxi Company, Equipment Company, Sales Group and Development Company signing work task mandates. The meeting required all affiliated units to adhere to value-driven development, prioritize the implementation of AI scenarios, strengthen foundational support capabilities for AI development, and push forward key AI projects.
China Resources Power
On March 31, 2026, China Resources Power held a launch event for its brand RunDian Hong and digital intelligent products. Centering on scenarios such as thermal power and new energy operation & maintenance, as well as integrated multi-energy complementation, RunDian Hong conducts targeted development, optimization and enhancement at the middleware and application layers of the IoT operating system. It is currently piloted in the construction of smart new energy stations in Shandong. China Resources Power has joined hands with 20 industry partners to advocate building a collaborative power IoT ecosystem.
China Electrical Equipment Group
On May 16, 2026, China Electrical Equipment Group held a launch event for the Dianqing Large Model and "AI + Manufacturing" innovation achievements in Shanghai. Relying on the Dianqing Large Model, the Group has built a full-domain intelligent agent system covering intelligent R&D, intelligent manufacturing, intelligent inspection, intelligent maintenance and intelligent transportation, unveiling 12 innovative applications of "AI + Manufacturing". It promotes cross-product reuse and large-scale industrial application of technologies to foster new quality productive forces in the industry.
China Energy Engineering Corporation (CEEC)
On March 16, 2026, CEEC held a deployment meeting to further advance the "AI +" initiative and a training session for the launch of its Rongguang Large Model. The meeting emphasized the implementation of five key projects: digital management integration, industrial digital innovation, digital industrial upgrading, data value activation, and digital technology advancement. CEEC strives to realize intelligent upgrading of core businesses, breakthroughs in characteristic tracks, and comprehensive strengthened penetrating supervision, accelerating the development of a distinctive AI platform and products. On May 14, Ni Zhen, Chairman of CEEC, held talks with Chen Yuhong, CEO of Chinasoft International, reaching consensus on deepening cooperation in computing-power & power integration, artificial intelligence and other fields.
