On May 18th, the Party Leadership Group of State Power Investment Corporation Limited (SPIC) held a meeting to convey and study the important article Speech at the Seminar for Principal Leading Cadres at Provincial and Ministerial Levels on Studying and Implementing the Spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China by General Secretary Xi Jinping published in Qiushi Journal on May 1st, as well as the important expositions by General Secretary Xi Jinping on the 15th Five-Year Plan, and deliberated on measures for implementation. The meeting was presided over by Xu Shubiao, General Manager and Deputy Secretary of the Party Leadership Group of the Corporation. Tian Yongzhong, Director and Deputy Secretary of the Party Leadership Group, and Party Leadership Group members Lu Hongzao, Chen Haibin, Liu Feng, Gao Boyu, Yan Hang and Wang Shaomin attended the meeting.

The meeting stressed that it is necessary to thoroughly study and implement the spirit of General Secretary Xi Jinping’s important article and important expositions, adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, study and implement well the spirit of the Fourth Plenary Session of the 20th Central Committee of the CPC, and ensure that all decisions and arrangements of the Party Central Committee are fully implemented in SPIC with a rigorous work style and practical measures. We should fully align with the national and central enterprise 15th Five-Year Development Plan, advance the formulation and implementation of the Corporation’s plan with high quality, and ensure that the Corporation’s plan is fully integrated into the national strategic layout and deeply conforms to the overall development of state-owned assets and state-owned enterprises. We should adhere to the implementation of the Balanced Growth Strategy, anchor the Five Critical Battles specified in the Outline of the 15th Five-Year Plan for Central Enterprises, and fully fulfill the strategic mission of state-owned central enterprises. We should take the initiative to undertake the 109 major projects and other tasks specified in the national 15th Five-Year Plan, persist in fostering new quality productive forces, promoting high-level self-reliance and self-improvement in science and technology, accelerating the transformation of old and new growth drivers, and bravely act as the main force of the new power system, the cornerstone of energy security, and a pioneer in green transformation.

We should strive to deeply integrate scientific and technological innovation with industrial innovation, and accelerate the scientific and technological research and development as well as industrialization of heavy-duty gas turbines. In response to the pain points in the construction of regulation capacity for the new power system, we will focus on the research, demonstration, application and verification of new technologies such as hydrogen-fueled gas turbines, develop new technologies, foster new scenarios, and form new quality productive forces.

We will continue to strengthen Party building as the guide, deepen the study of the Party’s innovative theories, and strive to improve political judgment, political understanding and political execution. We will carry out solid education on establishing and practicing a correct view of political achievements, prioritize high-quality development, fully and accurately implement the new development concept throughout the implementation of the 15th Five-Year Plan, thoroughly understand the spirit of the Central Committee, consolidate work responsibilities, comprehensively promote the implementation of key tasks, and ensure that the education achieves tangible results. We will advance the full and strict governance over the Party in an in-depth manner, consolidate the political responsibility of governing the Party, continue to strengthen political oversight, and promote the integrated implementation of dare not to be corrupt, cannot be corrupt, and do not want to be corrupt. We will focus on the key few and key areas, establish and improve a mechanism for power supervision and restriction, carry out regular warning education, and provide a strong political guarantee for the high-quality development of the 15th Five-Year Plan.
