China-led ITU International Standard for Power Generation Released

Recently, ITU-T L.1492 (07/26), Framework for Greenhouse Gas Emission Management Systems of Virtual Power Plants, an international standard led by China Huaneng Group Co., Ltd., has been officially published by the International Telecommunication Union (ITU). This marks China Huaneng’s first ITU international standard developed under its leadership and achieves a historic breakthrough-the first ITU international standard led and released by China’s power generation sector. It fills the ITU standard gap worldwide in the field of climate mitigation for virtual power plants.


Developed under the stewardship of Huaneng Jiangsu Power Company, this standard innovatively establishes a three-tier architecture consisting of the Data Layer, Computation Layer and Management Layer for greenhouse gas emission management systems of virtual power plants. It defines core functional requirements covering multi-source data acquisition and processing, emission accounting and forecasting, low-carbon dispatching coordination, and carbon information disclosure.


The release of this standard provides a general technical benchmark for the planning, construction and operation of greenhouse gas emission management systems for virtual power plants. It will effectively drive standardized industrial development and underpin the development of the new-type power system as well as the green transition of the energy sector.
