On August 4, the Party Committee of PowerChina convened a meeting adopting the "First Agenda Item" mechanism to thoroughly study and implement the important speeches delivered by General Secretary Xi Jinping during his inspection tour in Shanghai; at the National Science and Technology Award Conference, the General Assembly of the Chinese Academy of Sciences and the Chinese Academy of Engineering, and the 11th National Congress of the China Association for Science and Technology; as well as his keynote speech at the opening ceremony of the 2026 World Artificial Intelligence Conference & High-Level Meeting on Global AI Governance. The meeting rolled out targeted implementation measures tailored to the company’s operational realities.

Ding Yanzhang, Secretary of the Party Committee and Chairman of PowerChina, presided over the meeting and delivered a speech. Wang Xiaojun, Deputy Secretary of the Party Committee and General Manager, together with corporate executives including Yao Huan, Yang Liang, Hou Qinxue, Xu Pengcheng, Chen Guanfu and He Yanfeng, attended the meeting and shared work plans aligned with their respective portfolios.

The meeting pointed out that the company must fully implement General Secretary Xi Jinping’s important speech guidelines, prioritize supporting the development of China’s modern national water network, further consolidate and expand its strengths in water-related businesses. It will continuously sharpen market competitiveness in water conservancy, water supply and water ecological restoration, shore up weaknesses in marine engineering and soil remediation sectors, and contribute PowerChina’s expertise to advancing agricultural and rural modernization. The enterprise will adopt a bottom-line mindset and worst-case scenario thinking to comprehensively upgrade capacity for flood disaster prevention, response and emergency rescue, so as to effectively safeguard people’s lives and property.

The meeting required all departments to fully act on General Secretary Xi Jinping’s key expositions on scientific and technological innovation, gain a comprehensive, in-depth and accurate understanding of the CPC Central Committee’s decisions and arrangements on technological innovation. Centered on national strategic demands and industrial development priorities, PowerChina will boost integrated advancement of scientific and industrial innovation, ramp up investment in basic research and original innovation, optimize the layout of research and development platforms, expand the commercial application of scientific and technological breakthroughs, push forward the development of a "Digital & Intelligent PowerChina", and better support the achievement of high-level self-reliance and strength in science and technology.

The meeting emphasized that the company shall thoroughly absorb the spirit of General Secretary Xi Jinping’s speech at the opening ceremony of the 2026 World Artificial Intelligence Conference & High-Level Meeting on Global AI Governance. It will fully advance the special initiative of "AI Plus", deepen the integration of digital technologies with the real economy, and speed up the formation of new growth drivers fueled by digital and intelligent businesses. Following the national "East Data, West Computing" strategy, PowerChina will actively participate in the construction of new-type infrastructure such as data centers and artificial intelligence computing hubs. Balanced progress shall be made between development and cybersecurity to ensure artificial intelligence operates in a safe, reliable and controllable manner.
