On May 6, Wang Xiaojun, Deputy Secretary of the Party Committee and General Manager of PowerChina, held talks with Gu Gang, Deputy Secretary of the CPC Changchun Municipal Committee and Mayor of Changchun, and jointly witnessed the signing of the 15th Five-Year Strategic Cooperation Framework Agreement between the two sides. He Yanfeng, Member of the Standing Committee of the Party Committee and Deputy General Manager of the company, and Wu Bo, Member of the Standing Committee of the CPC Changchun Municipal Committee and Executive Vice Mayor of Changchun, signed the agreement on behalf of the two parties.

Wang Xiaojun thanked the Changchun Municipal Party Committee and Municipal Government for their long-term trust and support for PowerChina, and introduced the company’s fulfillment of central enterprise responsibilities, service to major national strategies, and overall development of its business in Changchun. He stated that as a core city for the full revitalization of Northeast China, Changchun boasts a sound business environment and huge development potential. PowerChina attaches great importance to its development in Changchun, will precisely align with Changchun’s 15th Five-Year development needs, give full play to its integrated "investment, construction and operation" whole-industry-chain advantages, increase investment and construction in Changchun, deepen cooperation in energy and power, water conservancy and water affairs, urban renewal, digital construction and other fields, accelerate the implementation and effectiveness of key projects, and inject strong impetus into Changchun’s cultivation of new quality productive forces and high-quality development.

Gu Gang thanked PowerChina for its positive contributions to Changchun’s economic and social development over the years. He noted that Changchun is currently fully building a modern industrial system of "3 Transforms, 4 Strengths and 7 New Sectors", and lists green energy as a key strategic emerging industry for cultivation, providing broad space for all-round and in-depth central-local cooperation. He hoped that PowerChina will take the signing of the agreement as an opportunity to deeply participate in key fields of Changchun such as industrial upgrading, urban renewal, ecological governance and infrastructure construction, share revitalization opportunities and jointly promote high-quality development. Changchun will continue to optimize the business environment and fully support the company in deepening its presence and expanding its strength in the city.

Pursuant to the strategic cooperation framework agreement, the two sides will conduct in-depth cooperation in key fields including water, energy, city and digitalization in line with Changchun’s revitalization and development layout, elevate central-local integrated development to a new level, and jointly contribute to the full revitalization of Northeast China.

On May 7, Wang Xiaojun and Gu Gang jointly witnessed the commencement of the PowerChina Changchun Comprehensive Energy Base Project, a landmark project for deepening the 15th Five-Year strategic cooperation between the two sides. Upon completion and operation, the project will effectively enhance regional power supply security, and is of great significance for improving the regional comprehensive energy supporting system and boosting local high-quality development.
