Under the guidance of head-of-state diplomacy, the profound “comrades and brothers” friendship between the two countries has grown deeper, and bilateral cooperative relations have continued to warm up. As a national team in the energy and power sector and the largest power generation operator in ASEAN, China Huadian has actively participated in the high-quality joint construction of the “Belt and Road”, injecting a steady stream of green momentum into Vietnam’s economic and social development, and composing a touching story of China-Vietnam win-win cooperation through two-way efforts.

Laying the Foundation with Project Construction to Consolidate the China-Vietnam Energy Community

Amid the blue waters and sky of the economic development zone in Tra Vinh Province, Vietnam, stands a landmark demonstration project of the China-Vietnam joint construction of the “Belt and Road”— the China Huadian Vietnam Vinh Tan Phase II 2×660MW coal-fired power plant. Invested, constructed and independently operated by China Huadian, it is the largest single-unit capacity thermal power generator currently in operation in Vietnam.

Since its full commissioning in 2021, the power plant has accumulated a power generation capacity of 25.4 billion kWh, accounting for about 33% of the total power generation in Tra Vinh Province. It has effectively alleviated the regional power supply and demand contradiction, created a large number of local jobs, and provided strong support for regional economic and social development. “Our power plant is like a ‘stabilizer’. The machines of surrounding factories can run non-stop, and residents can use air conditioners and fans at ease, all relying on the stable power generated here,” said Wu Zhiwei, unit leader of the Power Generation Operation Department, full of pride.

In February 2026, Huadian Engineering & Technology received a thank-you letter and a reply on continued cooperation from Vietnam Electricity (EVN). The letter highly appreciated the practical achievements achieved through close cooperation between the two sides and looked forward to further expanding mutually beneficial cooperation in the power and energy sector.

Faced with new challenges to global energy security, all projects of China Huadian in Vietnam have maintained stable and efficient operation, fully guaranteed Vietnam's industrial production and people's livelihood power demand, practiced the original aspiration of China-Vietnam cooperation with concrete actions, and demonstrated the responsibility and commitment of Chinese central enterprises.

Forging Bonds with Talent Cultivation to Build a Long-lasting Bridge of China-Vietnam Friendship

In recent years, China Huadian has continued to cooperate with Vietnamese government departments, universities and scientific research institutions to strengthen basic research in energy and power and the transformation of scientific and technological innovation achievements, and cultivate high-quality talents.

Huadian Engineering & Technology has been elected as a council member of the Vietnamese Chinese Chamber of Commerce, and signed a strategic cooperation memorandum with the University of Electricity of Vietnam to carry out university-enterprise industry-university-research cooperation. The Vietnam Vinh Tan Phase II Power Plant has cooperated with LIAMA2 Vietnam International University of Technology to invite local Vietnamese college students for skills training and on-the-job internships, cultivating a group of localized talents with both professional quality and practical ability. The Vietnam Dak Nong Project has actively carried out "university-enterprise cooperation" and "community co-construction", and cooperated with many universities to build talent practice platforms.

Pham Xuan Minh, Secretary of the Youth League Committee and Commissioner of the Party Committee Publicity Committee of Vietnam Electricity, said that Vietnam is committed to expanding power generation capacity and investing in the construction of green energy projects. It looks forward to learning advanced technologies and management experience from China Huadian, cultivating high-end talents, and promoting the country's high-quality development.

It is better to teach people to fish than to give them fish. In June 2025, China Huadian held the "Red Study Tour" Huadian Study Camp for Vietnamese Youth, inviting 25 young people and media journalists from Vietnam's energy industry to visit Kunming, Nanning and other places, retrace the red footprints, feel the vitality of China's development, and exchange experience in the energy industry. Giap Thi Minh Nguyet, Assistant of the Finance and Assets Department of the Vietnam Dak Nong Wind Power Project, said that the trip not only gave her a deeper understanding of the development practice of China Huadian, but also truly experienced the vitality of China's development and the charm of its culture.
