China National Coal Group firmly implements the decisions and arrangements of the Party Central Committee and the State Council on stabilizing growth and expanding investment. Focusing on its core businesses, the group actively scales up effective investment to ensure national energy security and advance green and low-carbon transformation. Operating at full capacity, it has accelerated project construction, with a batch of major structural and long-term projects launched intensively. In the first quarter, its fixed-asset investment rose by more than 40% year on year, strongly supporting the accelerated development of the “Two Joint Operations” and the rapid construction of the “Two Hedges”.
A More Solid Anchor for Energy Supply
Ensuring national energy security remains China National Coal Group’s top political priority. The group consolidates the foundation of energy supply through major coal and power projects, strengthening its role as an anchor for energy security and solidifying the hard support for industrial development to build a stable and reliable energy supply system.
In the first quarter, multiple coal-fired power and coal mine projects achieved remarkable progress:
On March 27, Unit 1 of Chuzhou Power Plant under Xinji Company completed a 168-hour full-load trial operation. Following the commissioning of Unit 2 on January 30, both 660MW ultra-supercritical coal-fired generating units have officially entered commercial operation. This marks a major breakthrough in the construction of a key power supply project of Anhui Province during the 14th Five-Year Plan period, enhancing regional power security and setting an example for the clean and efficient transformation of coal-fired power nationwide.
On March 25, Unit 2 of Shangrao Power Plant under Xinji Company successfully passed the 168-hour full-load trial operation on the first attempt, realizing the dual-unit commissioning of the project. Adopting world-leading power generation technology with an efficiency of 48.48% and strong peak-shaving capability, the project will resolve the lack of local power support in the eastern Jiangxi load center and fill the power supply gap in northeastern Jiangxi.
On January 10 and 18, the two 80,000-ton composite silos with “flying saucer” domes—the largest of their kind in Asia—at Zhoushan Power Plant of East China Branch completed millimeter-precision hoisting successively, setting a new record for hoisting of similar projects. On January 29, the hydraulic test of Boiler 2 succeeded 17 days ahead of schedule, with a one-pass welding qualification rate maintaining an industry-leading level. Planned to build two 660MW ultra-supercritical units, Zhoushan Power Plant will support the development of the green petrochemical industrial cluster in Zhoushan and provide key support for Zhejiang’s new power system and green energy transition.
On February 27, Boiler 7 of Phase IV of Ezhou Power Plant under Central China Branch completed all ignition and blowing operations with high quality in one go, laying a solid foundation for the unit’s overall startup and grid connection. As a key power construction project of Hubei Province during the 14th Five-Year Plan period, Phase IV will further strengthen Hubei’s independent energy supply capacity and underpin the province’s power security and high-quality economic and social development.
In addition, multiple coal-fired power and coal mine projects under China National Coal Group accelerated construction in the first quarter: power plants such as Lu’an and Guangyuan passed key milestones and are approaching commissioning. Construction of Nanshan Coal Mine, Tiaohu No.1 Mine and other projects has been fully accelerated… A batch of “anchor” projects are turning from blueprints into reality at an accelerated pace.
Stronger New Drivers for Green Transition
Anchoring the “dual carbon” goals and adhering to green development, China National Coal Group vigorously develops the new energy industry, optimizes its industrial layout, and promotes the joint development of coal-fired power and new energy. Pursuing wind and solar energy, the group makes green the most appealing color of development.
In February this year, the 350MW Xiaozhai Photovoltaic Project in Yunnan under the Southwest Branch was fully connected to the grid, setting a construction record for mountain photovoltaics in the region. After operation, it will generate about 520 million kWh of green electricity annually and reduce carbon dioxide emissions by about 300,000 tons, further optimizing Yunnan’s power grid structure, meeting regional industrial power demand, and opening a new chapter of high-quality development for China National Coal Group in the southwest region.
The 1.4GW new energy project in Hami, Xinjiang, is the largest single-installed new energy project of China National Coal Group so far. On March 28, construction of the project’s booster station and transmission lines officially started; on April 1, 100 wind turbines were hoisted, marking a major phased achievement. As a key regional green energy project, it is expected to generate 3.68 billion kWh of electricity annually and reduce carbon dioxide emissions by 3.6241 million tons, effectively easing regional energy supply and demand contradictions, alleviating environmental pressure from traditional energy consumption, and promoting the optimization and upgrading of local energy structure, ecological progress and high-quality economic and social development.
On March 31, the first phase (1GW) of the 1.5GW photovoltaic desert control project in Yutian County, Xinjiang, completed 48,000 foundation pile castings—20,000 more than planned—achieving a strong start in the first quarter. The project integrates ecological management and energy development, responding to the “Nine Measures” of Xinjiang Uygur Autonomous Region and the “Guidelines for Photovoltaic Desert Control” in Hotan Prefecture, striving to build a benchmark demonstration project for the integrated development of “photovoltaic + desert control” in Xinjiang.
Up to now, a number of new energy projects under China National Coal Group are progressing steadily: the 300MW Yilan Wind Power Project by the Songhua River has completed all turbine hoisting; the 100MW southern Lixin Wind Power Project in northern Anhui has finished 50% of turbine hoisting; the 100MW Yanmei Fucheng Wind Power Project in central China has started construction… The smooth launch of these new energy projects is turning effective investment into new drivers of green growth at an accelerated rate.
A Stronger “Second Growth Curve” for Coal’s Shift from Fuel to Material
Driven by technological and industrial innovation, China National Coal Group promotes the transformation of coal from fuel to material. Focusing on new energy, new materials, new equipment and new services, it integrates new technologies and business models with industrial scenarios in line with the principle of “fewer workers, zero carbon”, striving to open up new growth tracks.
In the first quarter, the Phase II Yulin Olefin Project of Shaanxi Company achieved a key breakthrough, successfully completing the intermediate handover of the plant’s flare and sulfur recovery units, as well as the power reception of air separation, 110kV chemical substation and process unit substations. Production preparation is in full swing, with plant air, instrument air and demineralized water pipelines put into use. The installation of process equipment and pipelines has reached 94% and 94.7% respectively, with the overall project progress at 80.15%, accelerating project construction. Upon completion, the project will upgrade the output of high-end polyolefin materials, greatly improve the efficient and clean utilization of coal resources, and strengthen the guarantee of national energy and chemical raw material security and regional high-quality economic development.
In March, equipment for the hydrogen production via water electrolysis of the 100,000-ton/year liquid sunshine project of Erdos Energy and Chemical Company arrived on site, kicking off a peak construction period. The project is scheduled for mid-commissioning in July, followed by single-unit test runs, pipeline purging and linkage test runs, and qualified methanol production in November. It will reduce coal consumption by 140,000 tons and carbon dioxide emissions by about 500,000 tons per year, providing an industrial demonstration path for the integrated development of new energy with coal-fired power and coal chemical industry.
On March 27, the first phase of the carbon project of Huali Company completed electrical and instrumentation construction and final works, laying a solid foundation for feeding and test runs. Upon completion, it will become a national production and emergency reserve base for environmental protection carbon materials, underpinning the transformation of China National Coal Group’s new materials sector and the upgrading of regional environmental protection industries.
On March 25, the ground-breaking ceremony for the first phase of the off-grid hydrogen production project of Pingshuo Group was held, and the project will soon enter full-scale construction. Listed in the third batch of national large-scale wind and solar power bases, the project is located in the mining backfill area of Pingshuo Mining Area, adopting an ecological development model of “grass-solar complementarity” and high-efficiency alkaline water electrolysis hydrogen production technology. It realizes intelligent full-process operation through a digital and intelligent management platform, and the produced green hydrogen will be directly integrated into the existing coal chemical production system, achieving on-site consumption of green electricity, coordinated ecological management and low-carbon industrial transformation.
With surging spring momentum, hard work drives progress. In the spring of 2026, China National Coal Group has made breakthroughs and exerted all-out efforts in three areas—energy supply security, green transition and innovative integration—with strong investment momentum and solid construction results.
