NEA Party Leadership: Promoting the Construction of an Energy Powerhouse through the High-Quality Development of the 15th Five-Year Energy Plan

On October 27, the Party Leadership Group of the National Energy Administration (NEA) convened an expanded meeting to study, disseminate, and implement the guiding principles of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), as well as the important instructions delivered by General Secretary Xi Jinping. The meeting also reviewed and arranged follow-up actions for learning, publicity, and implementation across the NEA. Wang Hongzhi, Secretary of the NEA Party Leadership Group and Administrator, presided over the meeting and delivered a speech. The meeting noted that the Fourth Plenary Session of the 20th CPC Central Committee was a significant event held at a crucial juncture when China is about to successfully fulfill the main objectives and tasks of the 14th Five-Year Plan and move into a decisive stage of laying a solid foundation for basically realizing socialist modernization. General Secretary Xi Jinping’s important speech was visionary, profound, inspiring, and highly instructive in both political and strategic terms. The Proposals of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development, adopted at the session, accurately identifies China’s historical position in the “15th Five-Year Plan” period, provides a comprehensive analysis of the complex domestic and international environment, and sets forth a top-level design and strategic blueprint for China’s development over the next five years and beyond. The plenary session marks another mobilization and deployment for advancing Chinese modernization, and it will have significant and far-reaching impacts on the Party and the nation’s long-term development.
The meeting emphasized that studying and implementing the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee is a major political task both at present and for the foreseeable future. The entire NEA must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as its guiding ideology, deeply understand the decisive significance of the “Two Establishes,” strengthen the “Four Consciousnesses,” enhance the “Four Confidences,” and achieve the “Two Upholds.” It is necessary to constantly arm the mind, guide practice, and advance work with the latest theoretical achievements of the Party, and to enhance political, ideological, and action consciousness in implementing the plenary spirit. The meeting called for a full appreciation of the remarkable achievements made during the 14th Five-Year Plan period, a deep understanding of the pivotal role of the 15th Five-Year Plan period in advancing socialist modernization, and a thorough grasp of the guiding principles, fundamental approaches, and main objectives of economic and social development for the new period. The NEA must maintain strategic resolve, strengthen confidence, forge ahead with determination, and align its thinking and actions with the decisions and deployments of the CPC Central Committee with Comrade Xi Jinping at its core.
The meeting stressed that the energy sector plays a critical role in advancing Chinese modernization. The NEA must align its work with the key tasks set forth at the plenary session, anchor its efforts in achieving the main goals for economic and social development during the 15th Five-Year Plan period and the 2035 long-term objective of basically realizing socialist modernization. The Administration should focus on major tasks such as building a clean, low-carbon, safe, and efficient modern energy system and developing China into an energy powerhouse. It should ensure the high-quality formulation of the 15th Five-Year Energy Plan, establish sound targets and indicators, design and implement major policies, reforms, and energy projects, and promote the effective implementation of the plenary spirit across the energy sector. The meeting called for organizing study and discussion sessions—including Party Leadership Group study sessions and energy work seminars—to exchange insights on the plenary’s implementation, understand new circumstances and requirements for energy development, pool wisdom, build consensus, and strengthen collective efforts to advance energy work. It also urged enhanced research on major issues, with close attention to changes in the domestic and international landscape, a strong focus on both goals and problems, and a forward-looking and strategic approach to meeting the energy development needs of the 15th Five-Year period and beyond. The NEA should intensify studies on technological innovation and its impacts on energy development, conduct in-depth research and planning, and make comprehensive preparations for related work.
The meeting required that, as the 14th Five-Year Plan period draws to a close, all Party members and officials within the NEA must strengthen their overall awareness and sense of responsibility, solidly complete the wrap-up work, carefully summarize experience, continuously improve performance, and strive to deliver a satisfactory outcome, laying a solid foundation for a successful start to the 15th Five-Year Plan period. Efforts should also be made to ensure secure and stable energy supply during the winter peak season, strengthen power safety supervision, advance the green and low-carbon energy transition, and further elevate all aspects of energy development and reform. The meeting urged transforming the learning outcomes into strong motivation and concrete actions to accelerate the building of a modern energy system and to advance China’s transformation into an energy powerhouse.
Members of the NEA Party Leadership Group attended the meeting. The Chief Inspector, Chief Economist, and principal officials from departments and affiliated units based in Beijing were also present.
