Beijing, October 16—The State Power Investment Corporation Limited (SPIC) held a headquarters meeting to advance the high-quality conclusion of the State-owned Enterprise (SOE) Reform Deepening and Enhancement Initiative. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the meeting implemented the requirements of the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) and the SPIC leadership, redeploying and reinforcing efforts to ensure the successful completion of the reform initiative. Liu Feng, Member of the Party Leadership Group and Vice President of SPIC, attended the meeting and delivered remarks.
The meeting noted that SPIC has consistently implemented SASAC’s directives on deepening and enhancing reform across central SOEs, advancing with innovation and perseverance. As of the end of September, SPIC had completed 97% of the overall three-year reform tasks, achieving significant progress in both functional reforms and institutional mechanism reforms. With these results, the Group has successfully met its milestone of achieving “substantial completion by the third quarter and consolidation and improvement in the fourth quarter.”
The meeting analyzed existing gaps and weaknesses in the reform process and introduced more practical, actionable measures to address them. It emphasized the need to complete all reform tasks on schedule and to the highest standards. The meeting also called for the systematic documentation and promotion of exemplary reform practices, the establishment of long-term institutional mechanisms, and proactive communication of SPIC’s reform achievements to foster a positive environment for continued reform and innovation.
As the reform deepening and enhancement initiative approaches its conclusion, the meeting stressed that SPIC headquarters and all subsidiaries must remain fully committed, face challenges head-on, and work collaboratively to deliver solid, verifiable, and sustainable reform outcomes—achievements that can stand the test of time and mark the successful conclusion of the initiative.
During the session, representatives from China Power International Development, SPIC Inner Mongolia Company, Shanghai Nuclear Engineering Research & Design Institute, SPIC Digital Technology, and SPIC Integrated Energy shared their reform experiences and best practices. Officials from key departments of SPIC headquarters—including the General Office, Human Resources, Finance, Science and Digitalization, Legal Affairs, Safety and Environmental Protection, Audit, Party Building, Publicity, Operations, and Strategy and Development—attended the meeting, along with representatives from all secondary subsidiaries and enterprises participating in the “Science and Technology Reform Demonstration (Sci-Tech Reform)” and “Double Hundred” initiatives.
