Recently, the photovoltaic industry has experienced phased supply and demand mismatch, and severe price fluctuations in some supply chains. In some links, there are signs of hoarding. Some places have problems such as splitting the market and regional closure. It is urgent to deepen industry management and guide the collaborative innovation of the industrial chain and supply chain. In order to optimize the establishment of a large national photovoltaic industry market, promote the high-quality development of the photovoltaic industry, and actively promote the construction of a new energy supply and consumption system, the relevant matters are hereby notified as follows:

1. Based on long-term goals, optimize industrial layout

Local industrial and informatization, market supervision and energy authorities should focus on the strategic goal of carbon peak and carbon neutrality, scientifically plan and manage the development of the photovoltaic industry in their regions, and actively, steadily and orderly promote the construction of the national photovoltaic market. 2. Encourage innovation and progress and regulate industry order

Local industrial and informatization and energy authorities should thoroughly implement policies such as the "Photovoltaic Manufacturing Industry Standards and Conditions", actively regulate the order of industrial development, and the investment and construction of photovoltaic power stations should be compared with specification requirements and relevant standards. Actively implement the "Action Plan for Innovation and Development of Intelligent Photovoltaic Industry" to encourage enterprises to combine market demand and accelerate technological research and development and intelligent innovation upgrades. Support enterprises to innovate and apply new generation information technology, build supply chain big data platforms such as silicon materials, silicon wafers, batteries, components, system integration, terminal applications and key supporting materials and equipment, promote new services such as fair and transparent application, vehicle-to-cargo matching, and cloud warehousing, and improve the overall response and coordination capabilities of the supply chain. In order to promote peak cutting and valley filling and stability of the industrial chain, relevant enterprises and public trading institutions are encouraged to reasonably carry out material reserves such as polysilicon and batteries, and hoarding is strictly prohibited.
