After research by the Office of the Leading Group for the Special Work of Reducing Overcapacity in the Coking Industry of Shanxi Province, the provincial government has agreed that the work plan for reducing overcapacity in your city is now approved as follows:

1. In principle, agree to the municipal work plan for reducing excess coking capacity in Taiyuan, Xinzhou, Yangquan, Changzhi and Linfen.

(I) Taiyuan City

1. Review opinions on specific reduction measures in Taiyuan City

The classification of targets for reduction and the specific list of enterprises for reduction determined by Taiyuan City is in line with the spirit of the relevant provisions of the Provincial "Action Plan", but the list of enterprises for reduction does not specify the amount of compensation funds, and should be clarified.At the same time, Taiyuan City should closely follow the 2020 air quality improvement target requirements and further clarify the timetable for closure and elimination in the plan.A batch of coke oven production capacity will be closed and eliminated by the end of 2019.On the basis of ensuring the supply of gas and heat sources for people’s livelihood,Strive to shut down and shut down the 4.3-meter coke oven and heat recovery coke oven before the end of October 2020 to truly start the structure

2. Opinions on review of coking industry layout planning in Taiyuan City

(1) Taiyuan City's coking industry layout plan basically meets the inspection and rectification requirements

Taiyuan City plans to complete the task of reducing excess coking capacity by 4.29 million tons,In accordance with the principle of "government guidance and enterprise voluntary", the reduction and replacement of coking capacity in other counties (cities) in the city will be integrated into the construction of a large-scale coking upgrade and renovation project in Qingxu Park, which is in line with the rectification plan formulated by the provincial party committee and the provincial government and basically agreed by the central ecological environment protection inspection team.Taiyuan City must strictly implement the feedback from the central ecological environment protection inspection "look back" and the rectification requirements of the provincial party committee and the provincial government, comprehensively study the urban environmental carrying capacity, urban development plan, and main functional zoning, and further scientifically determine the actual construction coking capacity of Qingxu Park.

(2) Accelerate the construction of coking transformation and upgrading projects in Qingxu and Yangqu. The existing 4.3-meter coke ovens are responsible for the gas use of some urban residents. They must not only ensure the gas use of people's livelihood.We must also strive to eliminate the existing 4.3-meter coke oven and heat recovery coke oven by the end of October 2020.Time is very tight, and it is necessary to speed up the processing of various procedures such as capacity reduction and replacement of coking projects in Qingxu Park, adjustment of filing documents, environmental impact assessment of park planning, environmental impact assessment of projects, etc., and promote the completion and commissioning of new projects as soon as possible.The Taiyuan Municipal Government should coordinate with relevant enterprises to speed up the handling of annual production capacity reduction and replacement, and on the 3rd of the same month, actively promote the environmental impact assessment of Qingxu Park planning, and formulate and implement total pollution emissions and regional reduction plans.Considering the tight time, Taiyuan City should speed up the shutdown of existing coke ovens. In accordance with the principle of "whoever shuts down first, whoever reduces emissions first, whoever benefits first", the environmental impact assessment procedures for the period-related projects with relatively complete registration procedures for Qingxu Meijin, Gengyang and Yaxin are simultaneously launched, and the project starts construction in stages.

(II) Xinzhou City

The Xinzhou City plan should further clarify the layout plan of the coking industry,It is clarified that the timetable for the integration, reorganization, upgrading and transformation of the remaining 4.3 meters of coke oven enterprises and the shutdown and elimination of the original coke ovens will be clarified and coordinated with the relevant progress requirements of Taiyuan City to accelerate the realization of industrial upgrading and development.

(III) Yangquan City

Yangquan City must ensureComplete the reduction task of two coke ovens by the end of October 2020, The removal of some coke ovens should comply with relevant laws, regulations and technical specifications. The remaining coke ovens in the enterprise should be supervised to ensure safe production and meet standards for emissions, and further clarify the methods and time for temporarily retaining coking capacity withdrawal.

(IV) Changzhi City

1. Review opinions on the specific reduction measures in Changqia City

Changzhi City should follow the 2020 air quality improvement target requirements, further clarify the timetable for closure and elimination in the plan, and on the basis of ensuring people's livelihood and social stability,Ensure that all 4.3 meters of coke ovens will be shut down before the end of October 2020.At the same time, the Changzhi Municipal Government must issue a letter of commitment to ensure that the closure is in place.

2. Opinions on review of the layout planning of coking industry in Changzhi City

Changzhi City must strictly adhere to the three lines and one order, save and intensively utilize land, strictly arrange coking projects in accordance with the main functional zoning, land use master plan and urban master plan approved by the state, control the coking capacity of Changzhi City and surrounding Xiangyuan, Tunliu and Lucheng, and make overall considerations in the next step of preparing the national land space planning.It is necessary to further clarify the name location and coking capacity of the coking chemical park to be laid out for coking projects, implement land indicators, and appropriately consider the integrity of their production capacity in the reduction plan for large projects that have substantial promotion conditions.

3. Accelerate the construction of coking transformation and upgrading projects

The Changzhi Municipal Government should step up rectification and improvement of the production capacity replacement and project filing procedures for relevant enterprises. Considering the urgency of time, Changzhi City should speed up the shutdown of existing coke ovens. In accordance with the principle of "who shuts down first, who reduces emissions first, who benefits first", simultaneously starts the filing, water intake, environmental impact assessment and other related procedures for large-scale coking upgrade and renovation projects, and promotes the start of construction of projects as soon as possible.

(Five) Linfen City

1. Review opinions on the specific reduction measures in Linfen City

(1) On the basis of increasing the elimination of 4.3-meter coke ovens, we agreed to appropriately relax the policies. Considering that Linfen City’s plan to close and eliminate 4.3-meter coke ovens has great efforts, great determination, and early elimination time.On the basis of ensuring that all 4.3-meter coke ovens except for the gasification production and utilization of coke ovens and the elimination of supporting dry-quenching cokes is completed by the end of October 2020, it is agreed that Linfen will use the reduced capacity of 1.6 million tons of reduced capacity as the reduction task.In 2019, provincial competent departments will handle the production capacity reduction replacement and filing procedures in advance.

(2) The specific timetable must be clearly defined in the strict implementation of the elimination and reduction time limit plan.The reduction of 20% of the operating coke oven capacity among the targets will be completed by the end of 2019.For the 4.3-meter coke oven with a small size of the upper limit,It is clear that the closure will be closed before the end of October 2020, and Linfen Municipal Government will issue a letter of commitment to ensure that the closure will be in place

2. Linfen City Coking Industry Layout Planning Review Opinions

Linfen City should further clarify the name, location and coking capacity of the coking chemical park to be laid out, implement land use indicators, strictly plan the coking industry layout in accordance with the main functional zoning approved by the state, strictly adhere to the three lines and one order, and scientifically lay out coking upgrading and transformation projects.Large-scale independent coking upgrade and transformation projects built through capacity replacement and mergers and reorganizations are in principle laid out in industrial parks such as Anze, Guxian, and Fushan that have been established in accordance with the law, such as Anze, Guxian, and Fushan.

3. Job requirements

All cities are requested to modify and improve the city's plan in accordance with the requirements of the review opinions and formally issue it as soon as possible (the issued version does not contain a detailed form of compensation funds for reducing capacity).
