In order to implement the "Measures for the Management of Electric Power Reliability (Interim)" (National Development and Reform Commission Order No. 50 of 2022), improve my country's power reliability management level, and ensure reliable power supply, the following opinions are put forward on strengthening power reliability management.
1. Fully understand the importance of strengthening power reliability management
Power reliability management is an important foundation for ensuring the safe and reliable supply of power. Electricity supply is related to the overall economic development and social stability, and is a major event that concerns people's livelihood. At this stage, my country's industrialization and urbanization are being promoted in depth, and electricity demand continues to grow. Ensuring power supply is the top priority of power management work. Power reliability management is the core means of power production operation management and technical management. The basic task is to maintain the abundance and safety of the power system, and should provide a systematic work plan to ensure power supply.
Power reliability management is an important means to ensure social and economic development. Entering the new era, the people's demand for electricity for a better life has changed from "using power" to "using electricity well". The decisions and deployments of the Party Central Committee and the State Council in poverty alleviation, rural revitalization, and optimizing the business environment have also put forward higher requirements and clear goals for power reliability management. Power reliability management has become an important means to improve the universal service level of electricity and support the high-quality development of the society and economy.
Power reliability management is an important guarantee for promoting the construction of new power systems. In recent years, my country's power industry has undergone tremendous changes, the reform of the power system has been accelerated comprehensively, new energy and distributed energy have developed rapidly, and the safe and stable operation of the power system is facing new situations and challenges. In order to effectively respond to the new situation, promote the construction of a new power system and achieve the "dual carbon" goal, it is necessary to further play the role of power reliability management to ensure the safe and stable operation and high-quality development of the power system.
2. Improve the power reliability supervision and management work system
(1) The dispatched agencies of the National Energy Administration, local government energy management departments and power operation management departments are responsible for the supervision and management of power reliability within their jurisdiction in accordance with their respective responsibilities and relevant national regulations. Further clarify the respective power reliability supervision and management responsibilities, clarify the work content, goals, processes and responsibilities, strengthen the staffing of supervisors, and effectively improve professional supervision capabilities and efficiency.
(2) The dispatched agencies of the National Energy Administration should regularly organize the evaluation, evaluation and prediction of the power reliability within their jurisdiction, and timely release relevant reliability information and indicators. Increase the supervision and inspection of power reliability, supervise and guide power enterprises to investigate and control risks and hidden dangers found in power reliability management, and seriously investigate and deal with concealment and lie about power reliability information in accordance with laws and regulations and power reliability incidents that have serious impacts.
(3) Provincial government energy management departments and power operation management departments should further improve the power reliability supervision and management system of local governments at all levels, and comprehensively organize and implement relevant power reliability requirements in the national strategic deployment such as rural revitalization, optimization of business environment, and power grid upgrade and transformation. Strengthen the management of power supply and demand, do a good job in monitoring, analysis and coordination of fuel inventory and water in storage, scientifically implement power demand-side management and orderly electricity use to ensure reliable power supply. Solidly promote the reliability management of power users, and supervise and guide important power users to investigate and control risks and hidden dangers found in power reliability management.
(4) The dispatched agencies of the National Energy Administration, local government energy management departments and power operation management departments should further improve the overall coordination mechanism for power reliability management, and adhere to overall planning, deployment, and promotion. It is necessary to establish a joint coordination mechanism, regularly analyze and report on the power supply and demand and power grid operation, coordinate and solve problems faced by ensuring the stable operation of power supply and power systems, ensure that work promotes strong coordination and smooth information communication channels, and form a working synergy.
(V) The National Energy Administration and its dispatched agencies, local government energy management departments and power operation management departments should promptly handle complaints and reports on power reliability management. If any illegal and irregular acts such as providing false or concealing important reliability information after the complaint and report are verified, they should be handled in accordance with Article 62 of the "Power Reliability Management Measures (Interim)" and relevant provisions, and included in the credit system of the power industry for management.
3. Implement the main responsibility for reliability management of power enterprises
(1) Electric power enterprises are an important responsible person for power reliability management, and their main person in charge is the first person in charge of power reliability management. We must conscientiously implement the relevant decisions and deployments of the CPC Central Committee and the State Council and relevant requirements of the power industry, establish and improve the power reliability organization, system, standard system and work process, strengthen the allocation of technical forces, promote scientific and technological innovation and the application of advanced technologies, and effectively improve the level of power reliability management.
(2) Power enterprises establish a full-process management mechanism for power reliability, strengthen professional coordination, and form a full-process management mechanism for reliability covering all links of power production.
(3) Establish a hierarchical management system for important power equipment, build a standardized equipment management process, open up and downstream information sharing channels, strengthen the investigation and control of equipment defects, especially familial defects, and establish a full-life cycle management mechanism for power enterprises in equipment selection, supervision, installation and commissioning, maintenance, and retirement. All regions and units are encouraged to carry out differentiated maintenance according to local conditions, explore and carry out equipment maintenance models based on risk analysis and reliability-centered maintenance, to ensure the quality and efficiency of maintenance, and to strictly prevent the equipment from "operating with illness".
(IV) Power grid enterprises should optimize the arrangement of power grid operation mode, do a good job in power supply and demand analysis and production operation scheduling, strengthen grid safety risk management, optimize operation scheduling, and ensure stable operation of the power system and reliable power supply. Power generation companies should strengthen fuel, water storage control, wind power and photovoltaic power forecast, strengthen network-related safety management, scientifically implement in-depth peak-shaving flexibility transformation, improve equipment operation reliability, and reduce unplanned shutdowns. Power grid enterprises should increase the construction of urban and rural power infrastructure and improve the power supply services and people's livelihood power guarantee capabilities.
(5) Power supply companies should guide power users to use electricity safely and reliably, eliminate equipment and network-related safety hazards, and prevent electrical equipment accidents. Provide corresponding power supply power to important power users in accordance with regulations, and guide and urge important users to use their own emergency power supply safely.
4. Encourage all parties in society to actively participate in power reliability management
(1) Power equipment manufacturing enterprises are encouraged to strengthen information sharing and coordination and control with power enterprises in accordance with the national quality development plan and requirements, increase scientific and technological innovation and product development efforts, strengthen product reliability design, testing and production process quality control, and improve equipment reliability level from the source of manufacturing.
(2) Power enterprises, scientific research units and power users are encouraged to research, develop and adopt advanced reliability science and technology and management methods according to the needs of power planning, construction, production, supply, use and equipment manufacturing, and promote and apply them after practical testing. Government departments and relevant power enterprises may reward and reward for units and individuals that have achieved remarkable results in accordance with relevant laws and regulations.
(3) Give full play to the technical advantages of third-party institutions such as industry associations, scientific research units, and technical consulting agencies, actively participate in power reliability management, encourage industry associations to carry out industry self-discipline and services, and enhance exchanges and cooperation.
5. Strengthen the management of power reliability information
(1) Unified management and hierarchical responsibility for power reliability information. The National Energy Administration has established a power reliability supervision and management information system and implemented supervision and management work such as registration, reporting, analysis, evaluation, application, and verification of power reliability information nationwide. The National Energy Administration dispatched agencies are responsible for the analysis, release and verification of power reliability information within their jurisdiction.
(2) Power enterprises should submit power reliability information to the National Energy Administration through the power reliability supervision and management information system in accordance with the relevant regulations of the National Energy Administration.
The power reliability information must meet the following period requirements:
1. Report user reliability information of the main equipment of thermal power generator sets, nuclear power generator sets, hydroelectric generator sets, transmission and transformation equipment, DC transmission system and power supply system before the 8th of each month;
2. Report the reliability information of generator set auxiliary equipment, wind farms and solar power stations in the previous quarter before the 12th of the first month of each quarter.
(3) Electric power enterprises should make a comprehensive summary of the progress of their own power reliability management work every year, analyze the power reliability events and related production operation and technical management situations that occur, and submit the previous year's power reliability management and technical analysis report to the local National Energy Administration dispatched agency, provincial government energy management department and power operation management department before February 15 each year, and the headquarters of the Central Power Enterprise will submit it to the National Energy Administration before March 1 each year.
(IV) Provincial power grid enterprises should evaluate and analyze the power supply, power system operation status and power grid safety risk control within the scheduling jurisdiction in accordance with the relevant regulations of the National Energy Administration every year, and predict and predict the power supply trend, grid safety risk identification, grid operation mode arrangement, etc. in the next year, and report the assessment and analysis of the reliability of the previous year's power system and the forecast and prediction of the current year to the National Energy Administration dispatched agency, provincial government energy management department and power operation management department; the headquarters of the Central Grid Enterprise will be submitted to the National Energy Administration in February each year.
