4. Accelerate the construction of a new development pattern and strive to promote high-quality development

High-quality development is the primary task of comprehensively building a modern socialist country. Development is the first priority of the Party in governing and revitalizing the country. Without a solid material and technological foundation, it is impossible to fully build a modern socialist country. We must fully, accurately and comprehensively implement the new development concept, adhere to the direction of socialist market economy reform, adhere to high-level opening up, and accelerate the construction of a new development pattern with the domestic circulation as the main body and the domestic and international circulations mutually promoting each other.

We must adhere to the theme of promoting high-quality development, organically combine the implementation of the strategy of expanding domestic demand with deepening supply-side structural reform, enhance the endogenous driving force and reliability of the domestic circulation, improve the quality and level of the international circulation, accelerate the construction of a modern economic system, focus on improving the total factor productivity, focus on improving the resilience and security level of the industrial chain and supply chain, focus on promoting urban-rural integration and regional coordinated development, and promote the effective quality improvement and reasonable quantitative growth of the economy.

We must build a high-level socialist market economic system, adhere to and improve the basic socialist economic system, unswervingly consolidate and develop the public economy, unswervingly encourage, support and guide the development of the non-public economy, give full play to the decisive role of the market in resource allocation, and better play the role of the government. Promote regional coordinated development, thoroughly implement regional coordinated development strategies, major regional strategies, main functional area strategies, and new urbanization strategies, optimize the layout of major productivity, and build a regional economic layout and land space system with complementary advantages and high-quality development. Promote high-level opening up to the outside world, steadily expand institutional opening up such as rules, regulations, management, and standards, accelerate the construction of a trade power, promote high-quality development of the joint construction of the "Belt and Road", and maintain a diversified and stable international economic pattern and economic and trade relations.

10. Promote green development and promote harmonious coexistence between man and nature

Nature is the basic condition for humans to survive and develop. Respect, adapt to and protect nature are inherent requirements for the comprehensive construction of a modern socialist country. We must firmly establish and practice the concept that green waters and green mountains are gold and silver mountains, and plan development from the perspective of harmonious coexistence between man and nature.

We must promote the construction of a beautiful China, adhere to the integrated protection and systematic governance of mountains, rivers, forests, fields, lakes, grasslands and sands, coordinate industrial structure adjustment, pollution control, ecological protection, and climate change response, coordinate the promotion of carbon reduction, pollution reduction, green expansion and growth, and promote ecological priority, conservation and intensive, green and low-carbon development.

We must accelerate the green transformation of development modes, implement a comprehensive conservation strategy, develop green and low-carbon industries, advocate green consumption, and promote the formation of green and low-carbon production methods and lifestyles. Deepen the prevention and control of environmental pollution, continue to fight the battle to defend blue skies, clear water and clean land, basically eliminate heavy pollution weather, basically eliminate urban black and odorous water bodies, strengthen the prevention and control of soil pollution at the source, improve the level of environmental infrastructure construction, and promote the improvement of urban and rural living environment.
