Summary of reply to proposal No. 01990 of the Fifth Session of the 13th National Committee of the Chinese People's Political Consultative Conference
The proposal you put forward on "Developing Large-scale Liquid Hydrogen Energy Storage Technology to Help the Double Carbon Target" was received. After research and consultation with the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, and the State Administration for Market Regulation, the reply is as follows:
Hydrogen energy is a secondary energy source rich, green and low-carbon, and widely used, providing important support for promoting the green and low-carbon transformation of energy and achieving the dual-carbon goal. We agree with your proposal to develop large-scale liquid hydrogen energy storage technology and actively support the high-quality development of the hydrogen energy industry.
1. Strengthen top-level design and strengthen policy support (1) Give full play to the leading role of planning. First, the National Energy Administration and the National Development and Reform Commission issued and implemented the "Medium- and Long-term Plan for the Development of the Hydrogen Energy Industry (2021-2035)". The plan focuses on key links and major issues in the development of the hydrogen energy industry, and focuses on standardized management of hydrogen energy, innovation of key core technology and equipment, pilot demonstration of diversified application of the hydrogen energy industry, etc., and strives to build a "1+N" policy system for the development of the hydrogen energy industry, and effectively play the role of policy guidance. The plan encourages all localities to steadily carry out pilot demonstrations of the entire industrial chain in areas with great supply potential, solid industrial foundation, sufficient market space and a lot of commercial practical experience, support the exploration and practice of a variety of storage and transportation methods, and clearly proposes to "take safety and controllability as the premise, actively promote technological material technology innovation, and promote the industrial application of low-temperature liquid hydrogen storage and transportation", and gradually build a high-density, lightweight, low-cost and diversified hydrogen energy storage and transportation system. Second, the National Energy Administration and the Ministry of Science and Technology issued and implemented the "14th Five-Year Plan for Science and Technology Innovation in the Energy Field", focusing on key technologies for hydrogen preparation, key technologies for hydrogen storage and transportation, key technologies for hydrogen refueling, hydrogen safety prevention and control, and hydrogen quality assurance technology, etc., determined relevant technical equipment innovation tasks, deployed demonstration projects, and clarified support policies and measures.
In the next step, all relevant departments will strengthen overall coordination and organize and implement the plan.
(2) Strengthen the standardization of hydrogen energy. Up to now, the State Administration for Market Regulation has approved the issuance of 101 national standards in the field of hydrogen energy, of which 10 related standards for terms and hydrogen quality requirements have been issued in terms of basic generalization; in terms of hydrogen safety, 9 related standards for hydrogen safety and 9 related standards for hydrogen materials; in terms of hydrogen preparation, 12 related standards for electrolytic hydrogen production, pressure swing adsorption separation and purification of hydrogen, solar photolysis and hydrogen production have been issued; in terms of hydrogen storage and transportation, 12 related standards for high-pressure gaseous hydrogen, liquid hydrogen, and solid hydride hydrogen storage have been issued; in terms of hydrogen refueling stations, 11 related standards for hydrogen refueling station systems, equipment, components, and operation management have been issued; in terms of fuel cells, 34 related standards for fuel cell modules and components and fuel cell power generation systems in different application scenarios have been issued; in terms of hydrogen energy application, 12 fuel cell vehicle standards and 1 hydrogen energy comprehensive energy system standards have been issued.
In the next step, the State Administration for Market Regulation will closely focus on the national work deployment on carbon peak and carbon neutrality, based on green hydrogen supply, and guided by the application of hydrogen energy in transportation, electricity, industry, chemical and other fields, accelerate the formulation and revision of relevant standards such as large-scale renewable energy electrolytic hydrogen production, liquefaction technology and equipment, liquid hydrogen containers, hydrogen energy pipelines, hydrogen refueling station systems and equipment, hydrogen fuel cells, hydrogen fuel cell vehicles, etc., establish and improve a standard system to support the standardization and large-scale development of the entire industry, strongly support the development of the hydrogen energy industry, and help achieve the "dual carbon" goal.
2. Strengthen scientific research in the field of hydrogen energy. In order to increase scientific and technological innovation and key core technologies in the field of hydrogen energy, and to fully mobilize the advantages and enthusiasm of all parties such as property, education, and research, the National Energy Administration adopts "horse racing" and other methods to study and build a number of national energy research and development innovation platforms in the direction of renewable energy hydrogen production, hydrogen storage and transportation, to support and lead hydrogen energy technology innovation and industrial development.
3. Accelerate the transformation and application of scientific and technological achievements in the hydrogen energy field
The National Energy Administration organized the research and demonstration application of the first (set) major technical equipment in the energy field. According to the progress of technical equipment development and current industrial development, key core technical equipment such as 35MPa rapid hydrogenation machine, MW-level PEM electrolytic hydrogenation equipment, proton exchange membrane fuel cell energy supply equipment, 70MPa container high-pressure intelligent hydrogenation complete sets will be included in the list of the first (set) major technical equipment (project) in the energy field in 2021. Relying on energy engineering to promote the demonstration application of related technical equipment and accelerate the innovation of major technical equipment in the hydrogen energy field.
