On September 13, marking the fifth anniversary of General Secretary Xi Jinping’s inspection of Yulin Chemical, CHN Energy held a forum to implement the guiding principles from General Secretary Xi Jinping’s important speech delivered during his inspection of Yulin Chemical, alongside a deployment meeting for high-quality development of its chemical industry for the 15th Five-Year Plan period. The event aimed to further study, understand and act on the important speech, review achievements, analyze the current situation, set clear goals, and pool efforts to advance the high-quality development of the coal chemical industry in the 15th Five-Year Plan period.

Zou Lei, Party Secretary and Chairman of the Group, attended the meeting and delivered a speech. Feng Laifa, Deputy Party Secretary and General Manager of the Group, presided over the meeting. Xu Xinfu, Deputy Party Secretary, and group members Fu Zhenbang, Wang Yimin, Yan Guochun and Wang Zichao were present.

The meeting pointed out that the guiding principles of General Secretary Xi Jinping’s important speech serve as the overarching program, fundamental guideline and core direction for CHN Energy to pursue high-quality development of its coal chemical industry, embodying powerful theoretical strength and practical value. The Group shall accurately define the strategic positioning of the coal chemical industry, reinforce its sense of responsibility, mission and urgency, target high-end, diversified and low-carbon development, deepen the integration of scientific and technological innovation with industrial innovation, and unswervingly blaze a path for high-quality development of modern coal chemical industry suited to China’s national conditions and featuring CHN Energy’s distinctive strengths.

At the meeting, Zou Lei reviewed the progress the Group had made in its coal chemical sector over the past five years. He noted that over the past five years, the Group has fully implemented General Secretary Xi Jinping’s important speech from the Yulin Chemical inspection. Upholding the new energy security strategy and the dual-carbon goals, the Group has forged ahead with solid efforts and secured major phased outcomes in safeguarding energy security, advancing high-end, diversified and low-carbon transformation, boosting scientific and technological innovation, deepening institutional reform, and strengthening Party-building guidance, standing at a new historical starting point.

Zou Lei stressed that the 15th Five-Year Plan period constitutes a critical phase for the Group to advance its “three transformations”, as well as a strategic window for the high-quality development of its coal chemical business. Proceeding from the overarching national energy security strategy and seizing historic industrial opportunities, the Group must resolutely push forward the high-end, diversified and low-carbon development of coal chemical industry, further strengthen its core functions and enhance core competitiveness. First, strengthen planning-led development. Formulate detailed and pragmatic development plans for the 15th Five-Year Plan period, and translate planning blueprints into tangible outcomes that serve national strategies and steer industry-wide progress. Second, improve existing businesses. Advance industrial chain extension, supplementation and upgrading, ensure stable, safe, long-term and optimal operation, phase out backward production capacity, and continuously elevate lean management capabilities. Third, deliver high-quality new-growth projects. Leading officials must work on-site and take charge of front-line operations to win the tough battle for major project construction. The Group shall strive for “CHN Energy speed”, build “CHN Energy benchmarks”, and foster core industrial competitiveness. Fourth, step up scientific research. Further strengthen the coal-chemical research system, push forward national key science and technology projects, and give full play to the technical support of the Chemical Research Institute to deliver high-level scientific and technological solutions for industrial growth. Fifth, continue deepening reform. Clarify power and responsibility boundaries, implement the strategic management functions of the Group headquarters and the industrial operation mandates of the Chemical Business Division. All entities shall systematically plan and proactively advance internal reforms to unlock driving forces and vitality for development. Sixth, comprehensively enforce strict Party self-governance. Balance development and security, put an end to vanity projects, tighten disciplinary safeguards, build open and clean projects, and rectify the “four forms of decadence” on a regular and long-term basis to foster a sound political ecosystem.

During the meeting, the Group’s Chemical Business Division, together with eight entities including Yulin Chemical, Hami Chemical, Coal-to-Liquids Company, Coal-to-Gas Company, Ningxia Coal Industry, Low-Carbon Research Institute, Chemical Research Institute and Kehuan Group, delivered exchange speeches.

Assistant-level and chief-engineer-level executives of the Group, as well as heads of functional departments and relevant subsidiaries and branches, attended the meeting.
