Central Eco-Environmental Protection Inspectors Conduct Routine Inspections on 5 Central Enterprises Including China Huadian Corporation, National Energy Group, and China National Coal Group

With the approval of the Party Central Committee and the State Council, 10 inspection teams of the 5th batch of the 3rd round of central eco-environmental protection inspections successively stationed in 3 provinces/municipalities directly under the Central Government (Beijing, Tianjin, Hebei) and 5 central enterprises (China Huadian Corporation Limited, National Energy Investment Group Co., Ltd., Angang Group Co., Ltd., China Baowu Steel Group Corporation Limited, China National Coal Energy Group Co., Ltd.) from November 16 to 19, 2025 to carry out routine inspections. Meanwhile, special inspections on the eco-environmental protection of the Grand Canal were launched in 8 provinces/municipalities (Beijing, Tianjin, Hebei, Shandong, Henan, Anhui, Jiangsu, Zhejiang). Recently, the inspection stationing phase has been fully completed.

 

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, all inspection teams have fully implemented the spirit of the 20th National Congress of the Communist Party of China and all plenary sessions of the 20th Central Committee, thoroughly applied Xi Jinping Thought on Ecological Civilization, and implemented the arrangements of the National Conference on Eco-Environmental Protection. Strictly abiding by the Regulations on Eco-Environmental Protection Inspection Work, the teams adhere to a people-centered approach, serve the overall interests, uphold a systematic perspective, focus on problem-solving with a rigorous stance, and conduct inspections in a precise, scientific and law-based manner. They have coordinated economic development, people's livelihood security and ecological environmental protection, clarified inspection directions, grasped work rhythms, highlighted key priorities, strived to identify problems and promoted their resolution. Prioritizing the resolution of prominent eco-environmental issues reflected by the public, the teams conducted random inspections and follow-ups on the rectification of public reports, communicated face-to-face with the public to listen to opinions and suggestions, winning wide recognition and praise from the people. Committed to tackling tough issues head-on, the inspectors went deep into frontlines and on-site to verify a number of prominent eco-environmental problems, as well as cases of inaction, slow action, lack of responsibility, avoidance of tough issues, and even perfunctory responses and fraud. They firmly opposed "one-size-fits-all" approaches, excessive and simplistic accountability, and substituting accountability for rectification under the pretext of environmental protection. Earnestly implementing the spirit of the central eight-point regulation and its implementation rules, and in accordance with the central government's requirements for combating formalistic bureaucracy and reducing burdens on grass-roots units, the teams have continuously improved and optimized inspection processes and methods, reduced document review, streamlined the scope of interviews, adopted a simple and unadorned working style to go straight to the frontlines, and effectively reduced the burden on grass-roots units.

 

The relevant provinces/municipalities and central enterprises attached great importance to the central eco-environmental protection inspections, regarding them as an important part of resolutely implementing Xi Jinping Thought on Ecological Civilization and a key opportunity to promote high-quality development. Principal leaders have vigorously promoted rectification and implementation through on-site supervision and special meetings. In addressing public complaints and reports, they have conducted thorough investigations and resolute rectification while adhering to seeking truth from facts and classified policies, ensuring precise, scientific and law-based handling. As of December 19, 2025, during the one-month stationing period, the 8 routine inspection teams had received a total of 9,879 public calls and letters, accepted 7,365 valid reports, and transferred 5,122 cases to the inspected objects after sorting out and merging duplicate reports. The inspected objects have completed or partially completed the rectification of 3,222 cases.
