On November 26, the Beijing Municipal Committee of the Communist Party of China released its proposals on formulating the 15th Five-Year Plan for National Economic and Social Development of Beijing. Regarding energy and electricity, the proposals included: Accelerating the digital and intelligent development of energy, building a new power system, strengthening the construction of smart grids and microgrids, promoting the friendly integration of new energy sources, and improving the complementarity, mutual support, safety, and resilience of the power system. Strengthening the construction of new energy infrastructure, deploying a number of new energy storage facilities according to local conditions, and enhancing the safe and reliable substitution capacity of new energy sources. Optimizing the layout of energy backbone channels, strengthening the dual guarantee of peak and total energy supply for electricity, natural gas, and other energy sources, and responding to extreme emergencies; vigorously implementing energy facility concealment projects; and enhancing the capital's energy supply and security capabilities.

Promote the green transformation of production and lifestyles. Deepen the construction of international green economy benchmark cities, comprehensively coordinate green technology innovation, green industry cultivation, green and livable city construction, green culture development, and green cooperation and sharing, and develop and strengthen the green economy. Implement demonstration projects for advanced green and low-carbon technologies, strengthen the innovation and application of green technology equipment, and strengthen a number of strategic and fundamental green industries. Promote the green transformation of traditional industries, vigorously develop the circular economy, and promote clean production. Establish statistical accounting methods for the green economy, and implement fiscal, tax, financial, investment, pricing, science and technology, and environmental protection policies to promote green and low-carbon development. Improve the long-term mechanism for waste sorting, strengthen the management of all categories and the entire chain of household waste, implement source reduction measures, improve the recyclable waste system, strengthen publicity and social mobilization, and promote the formation of waste sorting habits. Promote diversified participation in ecological and environmental protection, improve the incentive mechanism for green consumption, and promote green travel, water and electricity conservation, and the “Clean Plate Campaign” and other lifestyle concepts and methods.

Actively and steadily advance “dual carbon” work. Implement a dual control system for total carbon emissions and carbon intensity, implement a carbon labeling certification system for products, and build a product carbon footprint management system. Deepen the construction of the carbon market and ensure the stable operation of the national voluntary greenhouse gas emission reduction trading market. Optimize the energy structure, strictly control the scale of fossil fuels, strengthen the development and utilization of local renewable energy sources such as photovoltaics and geothermal energy, actively develop clean energy such as hydrogen energy, expand the scale of green electricity entering Beijing, and improve the electrification of end-use energy and the greening and decarbonization of energy consumption. Build a green transportation system, steadily increase the proportion of new energy vehicles, and improve the supporting facilities for new energy vehicle refueling. Comprehensively promote green development in buildings and continue to implement green renovation of public buildings. Build zero-carbon factories and industrial parks. Control non-carbon dioxide greenhouse gas emissions. Enhance the ability to adapt to climate change.
