The First Coal-Fired Power Project Approved Under Anhui Province’s 14th Five-Year Plan Has Officially Commenced Commercial Operations

At 3:38 PM on August 21, 2025, the No. 3 unit of the National Energy Group’s Anhui Chizhou Power Plant Phase II expansion successfully completed a 168-hour full-load trial run. This achievement inaugurates the commercial operation of Anhui Province’s first state-approved coal-fired power facility under the 14th Five-Year Plan.

Since the first ignition of Unit 3, following completion of the commissioning tasks—including bringing the gland seal system into service, the unit’s initial turning, first synchronization to the grid, generator short-circuit test, no-load test, zero-lift pressurization, and back-up synchronization test—it entered a 168-hour full-load trial run at 3:38 PM on August 14.

Amid sustained high temperatures across the province, the commissioning of Unit 3 injects vital new capacity into Anhui’s efforts to meet peak summer demand and ensure stable power supply.

During commissioning of Unit 3, the thermal control system, electrical protection mechanisms, and automatic control devices all achieved 100% availability, as did the instrumentation and measurement points. All main and auxiliary equipment operated stably, and all operational parameters met design specifications. Environmental performance indicators exceeded national standards—signifying the transition of Unit 3 from the construction phase into a new era of high-quality, high-standard commercial operation.

 

Safety and Reliability

Adhering to the principle of “safety first,” we have established a solid safety production baseline and constructed a safe engineering system that is both reliable and controllable in terms of risk.

Upholding quality as the foundation, we have implemented meticulous management throughout the entire process to ensure the long-term safe and stable operation of the unit post-commissioning.

 

Smart and Efficient

The project features two 660 MW ultra-supercritical double-reheat coal-fired units, with a power generation coal consumption rate of 264.8 g/kW.h. The energy efficiency indicators are at the leading level among similar units of the same period and type, with the unit’s power generation efficiency approaching 47%.

The Phase II expansion units are capable of flexible peak shaving within a load range of 20% to 100%, adapting to the large-scale grid integration of renewable energy. They effectively fill the gaps in renewable energy generation, promoting the efficient utilization of clean energy.

 

Cost-Effective and Practical

Upon commissioning, the plant’s annual electricity generation capacity reaches 7.2 billion kw/h. Based on the average industrial electricity load in Anhui Province, this output can meet the annual electricity consumption needs of approximately 4 million residents.

 

Green and Harmonious

The project is equipped with environmental protection facilities, including wet flue gas desulfurization, SCR denitrification, and high-efficiency electrostatic precipitators. 

These measures ensure that emissions of particulate matter, sulfur dioxide, and nitrogen oxides are maintained below 5 mg/m³, 25 mg/m³, and 35 mg/m³, respectively, achieving “ultra-low emissions” standards. This demonstrates a strong commitment to the “Beautiful Yangtze River, Clean National Energy” brand.

Simultaneously, the Phase II expansion project has constructed China’s first floating dock equipped with a spiral unloader, enabling fully enclosed, dust-free coal unloading operations. The coal storage facility is outfitted with a micro-mist dust suppression system, and the plant integrates technologies for zero wastewater discharge and 100% resource utilization of solid waste. This comprehensive suite of environmental technologies exemplifies the “Anhui Model,” setting a benchmark for the energy sector in building a green, low-carbon, and circular economy, while safeguarding the “clear waters flowing eastward” of the Yangtze River.
